Currently, Horizon creators have to build the world entirely in virtual reality, using tracked handles to place and manipulate basic colored shapes, and then use the spatial visual scripting system to add dynamic functionality. But it resulted in a crude graphic style that was widely derided when seen in screenshots outside of virtual reality.
Importing models and textures built with professional PC software should be able to create worlds with significantly improved graphics quality.
However, Meta has not yet made these new tools available to general creators. Instead, the company launched a new first-party studio called Ouro Interactive and let it build content using the tools early in the hope of attracting more users to Horizon.

reporterJanko Roettgers interviews Metaverse VP Vishal Shah, he revealed that Super Rumble is just one of many "signature games" that will launch on Horizon over the next six months, from Ouro Interactive and other select third-party game studios.

An internal Meta memo leaked last year revealed that Shah believed Horizon hadn't found product-market fit. Meanwhile, its competitors Rec Room and VRChat are almost always in the top five most popular Quest apps, while Horizon Worlds only cracks the top 25.
Meta hopes that the first- and second-party content it offers through new creator tools will significantly boost Horizon's popularity in virtual reality. However, Meta also plans to bring Horizon to smartphones, while Rec Room is already available on smartphones, and VRChat is also in active development.
A smartphone version of Horizon was originally planned for release last year. But Shah told Roettgers that Meta didn't end up launching that version because "it was more of a virtual reality game on mobile than a native mobile experience." Meta has now rebuilt the mobile app, he said, Super Rumble will be one of the first games on the mobile platform and support cross-play with virtual reality.
Shah remains adamant that the VR version will remain the main focus, though he expects mobile users to outnumber VR users. “We went from a VR-only world to a VR-first world,” he told Roettgers.
