Gurman reports that Apple told some developers that full-body tracking would not be available at the product's first release (which is expected to be in "early 2024"), and that the feature was not mentioned at WWDC, where Apple gave prospective developers a full overview of visionOS's capabilities. Therefore, if Apple is able to "perfect" full-body tracking to meet its quality standards, it is expected to do so through subsequent software updates.
